looking at this verse if directed at atheists, a person won't change unless God wants them to change. Arguing endlessly with an atheist is pointless. Once you make your point or present your position, there is nothing that you can say that will change their mind. their hearts are hardened. you have shared the Gospel with them and if they don't respond, no amount of arguing or badgering is going to change their minds.

that said I think Titus 3:10 is directed at dealing with members of a Christian community who like to cause problems and stir up troubles.
