Arguably two reasons black mayors are as a % more corrupt is that they tend to get elected in one party towns (where the Republican party is weak to non-existent) which means there's little scrutiny and the cities that elect black mayors tend to have a culture of clientism.

Everybody knows what Marrion Barry did as the Mayor, but few outside the District know the story of what got him to that position.  As hard as this might be to imagine for some people, Barry started his political career as a good man, doing a lot for civil rights and the district, and it's poorest people (was shot in '77 trying to talk down a terrorist), which is why he is so beloved that even after getting busted for crack, he could be forgiven and reelected. (I'm not saying that's right, but you have to understand how's it's possible for him to be re-elected.) 

To this day, he still is active in Ward 8 as a councilman. "Mayor for life." for some people.

The level of corruption across most African countries is totally off the charts. I don't think the brothers have as much as you think to learn from white folks on this front.

Philip Anthony Giordano

While investigating municipal corruption, the FBI discovered phone records and pictures of Giordano with a prostitute, as well as with her 10-year-old niece and her eight-year-old daughter.[3] He was arrested on July 26, 2001, and, in March 2003, was convicted of 14 counts of using an interstate device,[4] his cell phone, to arrange sexual contact with children.[5] He was also convicted of violating the girls' civil rights. He was sentenced to 37 years in prison.[6] In July 2007 his motion to reduce this sentence was denied by a federal judge.[7] In 2006, Giordano sued the city for back pay resulting from sick days and vacation time.[8]

Giordano is currently serving his 37-year sentence at the United States Penitentiary, Marion, a high security federal prison in Illinois, and is scheduled for release in 2040.

John Rowland former mayor of waterbury and governor of CT, In 2004, Rowland resigned from office during a corruption investigation, and later pleaded guilty in federal court to a one-count indictment for conspiracy to commit honest services fraud, mail fraud and tax fraud.
