There is more than one way that evolution works. 1. Population isolation- for example if a group of certain rats were stuck on an island. The rat will gradually shift to adapt to the island and over the long run will become significantly different than the original rat species. Think about all the weird shit in Australia. 2. Random genetic mutations- Chromosomes are unstable structures. They swap genes, sections of genes break off and invert, genes disappear, etc. 3. Competition between species. Gradual selection by the environment (including other animals/plants in environment). 4. Large environmental shifts. Earth is covered by water, temperature changes, sun disappears due to meteorites, etc. Fairly rapid selection process, many species die and the small number of surviving species diversify (Tribolites) due to #2. So actually the changes and differences in Chromosomes are pretty mindless. Rastus your fish example is irrelevant. There is no necessary connection between strange appendages and intelligent design. A combination of 2 and 4 or 2 and 1 could result in your fish.
