I'm probably going to end up using both but I want to know which would transfer better into striking.

The Clubbell focuses on early power generation, where it begins in striking. Hammer and tire focus on the resistive deceleration of recoil against the tire. Also pick up the "Going Ballistic: CST for Boxing" book.

Is using a clubbell on a tire like a hammer a good way to combine the benefits of both? I might mess up the covering on the cb though but other than that, is it worthwhile or just do both?

You can achieve the shock effect through clubbell training, without impacting other surfaces.
