i'm wondering what the major differences are i looked them up on the old wikipedia and it seems like the only difference is the scope?

IIRC the M21 base was just a match-conditioned M14.

M-C M14 has light match barrel, unitized gas cylinder, reamed flash suppressor, match front sight and rear .025 hooded .5 MOA sight, trigger set at 4.5 lb two-stage, bedded stock. Ading the scope mount and scope were then added for use as a sniper rifle.
