Since IPv6 has IPSec built into it already, does that mean there would not be a need for IPSec VPNS if IPv6 is implemented?

No. IPSec will still be used for PTP and road warrior vpns.

IPv6's IPsec simply adds security to common connections, like connecting to a website.
