I know you can't grab the legs anymore during standup randori, but what about during newaza? Can you control the person by grabbing their foot or gi pants?

on the ground, you can grab the legs all you want. Obviously, no leg locks, but you can use the legs to control the person if you wish. In fact, in yoko shiho gatame, the common application is to grab the trouser leg near the buttocks. Not my preferred method, but it is done quite frequently.

Yes you can, example. One method of a turtle turnover is to grab the ankle with one hand and cross grip the opposite lapel with the other ( from behind) and roll to the side of the grabbed ankle ( next movements are difficult to detail). Or grab the ankle and pull it back, step over with your knee and roll to that side. We grab the gi pants from top open guard or from a top juji gatame roll where we swing ukes leg(s) by grabbing the gi pant.
