Earring at the local level, what is the hierarchy of power? Who is the most powerful in the states? Who has more power, a state representative, state congressman, or a state senator?

 i would say the state senator as he is located in Washington d.c. while the others are located at the state level.

States have both reps and Senators too, Robert:

I may be mistaken but 'Congressman' and 'Representative' usually refer to a person serving in the House, whether it be the state or national level; and Senator is used to refer to one serving in the Senate, despite the fact both the Senate and the House make up the 'Congress.'
