Issue: Railings on balcony in California condo, though in compliance with local regs, are still spaced far enough apart to allow a small child to slip through. Owner wants to attach a mesh screen to the railing but HOA rules prohibit it. He has already been fined by the HOA for having the screen up. What are owner's options?

Figure out a set up on the mesh so it can be put up or taken down when the kid might be playing like a baby gate and not left up permanently.
