So can the quality of rice vary from brand to brand?

I am paying about 6.00 for a 1lb box of Carnaroli rice which I use for Risotto. I found a much cheaper source where i can buy in bulk, but I was wondering if there si a possibility of it being low grade somehow. I go for all the best ingredients when I make Risotto and don't want to comprimise.

Yes it can. But i only know from Japanese rice, i eat rice three meals a day and can clearly tell freshly harvested rice and rice from different areas. There is a quality question to consider.
