i just went to use my paypal account, which is in great standing and has been the 8 years i have had one, even the rep from paypal said that it was, well all of a sudden i go to use it and it says permanently limited. well i called them and the reason i was told was that a family member with the same last name had basically screwed the pooch on there account and now mine will forever be locked. they did say that the person had the same last name and i have no ties with any of my family whatsoever, so tell me guys is there anything i can do?

Probably not. Your best bet would be if there were something in the terms of the agreement that required cause before they can lock your account, like a showing of actual wrong doing.
