I need to reformat my laptop, I was dumb and lost the recovery disk. What would be the best (cheap) option for me?

Linux Mint Cinnamon

Both linux based.

I have really only used Ubuntu but Cinnamon is the new interface everyone seems to like.

Both are free, should be relatively easy to install.
Download and burn to a cd and the install.

If you are doing simple things like surfing the internet I think this would work for you.

There is going to be a bit of a learning curve but there are good sites out there that will give you tips.
That would be a free solution.
I load Ubuntu on an old laptop for a friend, installed some basic apps and told him to just use it like he uses his smart phone. It is working well for him.
