Dear OP:

I always wondered what this common phrase means. Since you are full of knowledge in this area perhaps you could help me.

What does "don't do the crime if you can't do the chime" mean? I think they are talking about the daily wake up chime on jail, 5am sharp. So if you can't wake up early every day, you should avoid crime. Makes sense to me. Phone Post

I think someone else posted this earlier. You mean "for all intensive purposes". It can mean intensive like intensive care  in a hospital or intensive like for all really important purposes.

sside maurice - He also kept saying "pass the guard" instead of "pass the garb." In traditional BJJ, you wear a full gi and have to get around the guy's pants in order to be in a position to submit him.

I'm surprised that Joe doesn't correct him, using modern 10th Planet terms like AMP (avoiding missionary position).
I also noticed this but it was hard to focus on the broadcast seeing as I was fulfilling my duty as a part time security garb. Phone Post

I do believe the saying originated from a 70s TV show called Baretta, whose eponymous lead character used the phrase as his iconic calling card. The term "chime" referred to the vocal sounds of his equally iconic pet bird, Fred. Even the shows theme song "Keep your eye on the sparrow"  incorporated the motto, although Fred was actually a Sulphur-crested Cockatoo, not a sparrow.
