Im not sure what you mean. You keep a frozen gallon of water inside the bucket.

 

Assuming 100% efficiency the scenario would go like this:
 
10 Put water in freezer, freezer removes heat (let’s say 100 kJ) from water/ice and exhausts it out the back of the fridge.
20 Put ice in homemade AC (the bucket) and the ice/water removes 100 kJ of heat from the air in the room
30 Goto 10 (repeat this process)
RUN
 
Your net cooling is 0. 
 
We also cannot get 100% efficiency; 2nd law of thermodynamics.  So in reality, the fridge will exhaust more than 100 kJ of heat out the back while only removing 100 kJ from the water/ice (it takes energy to move heat,) giving you an overall increase in the heat.  This is the same reason actual air conditioners are exhausted outside.
 
Unless you are relying on the evaporation of the water to do some cooling (a swamp cooler) but in that case you’d be better off using a cool mist humidifier, and you’d probably run into some serious humidity and mold issues trying to use that for very long.

Because the fan blowing air over his skin would cause the endothermic reaction of moisture evaporation, and cool his balls.

Take a look at the back of your fridge, you'll see some coils, they're usually exposed.  The heat removed from the items placed in the fridge is exhausted out the back (along with extra heat required to move the heat.)

Very very true, which is why we have to use real air conditioners that exhaust into the great outdoors.

But you agree that that contraption that gentleman made, would cool you off better than a fan would.

 

 

It obviously is not intended to cool your entire house down, but to just cool you down.   Hence why he put it on a chair by his couch.
