I don't have the foggiest clue what California will do.  Generally, if she dies without a will ("intestate" then the laws of intestate succession will apply.  If she has a will then her property, both real and personal, will pass through her estate to the devisees, according to California law.  Then again California is straight up retarded, so I hear, regarding squatters and the like, so evicting your sister could be a different mess.

 

In short, have your mom make out a will and leave it in a safe place.
