Wild guess but I'll say it was a joke based on the fact Canada isn't known for having a military nor do they need one with their badass big brother joined at the hip
it's an ignorant post given how active Canada is on the world stage for such a small population.
their is a tough bit of reality though...the canadian military is in a "decade of darkness":

Canadian soldiers and military are top notch, but we are increasingly sending them out with insufficient equipment that increases the probability of failed missions and unneccessary death.
The Canadian military's role on the world stage, despite having a different mission/scale than the Americans' is a proud part of our heritage.
I voted for Trudeau, but i'm angered and ashamed by his parties treatment of the armed forces.
