For fights Hughes by a longshot.  Tito is more well known though.

Hughes was more dominant in his division and a greater champion... but Tito was the face and helped carry the company. Some could argue that had it not been for Tito helping build some mainstream momentum, casuals might not know who Hughes even was... I doubt anyone could say the opposite. So I will say Hughes was the greater champion, Tito was the greater pioneer.
