This is weeks (if not months) of high protein calorie deficit and minimal carbs and then a refeed with carbs, maybe some citruline 

 

low bf = cal deficit

muscle def = high protein

dry look = weeks of low carbs

vascular = all of the above then enhanced by a refeed of carbs will blow up the veins
